HEI's Saudi Nairyah 2 Project Safeguards Traffic and Nomadic Community Safety, Building a Foundation for Harmonious Coexistence

The Nairyah 2 Combined Cycle Power Plant Project is a flagship energy project undertaken by Harbin Electric International (HEI) in the Middle East, carrying significant importance for securing Saudi Arabia's power supply and advancing the optimization of its energy mix. As a committed practitioner of the Belt and Road Initiative, HEI strives not only to deliver engineering excellence, but also to serve as an active partner in promoting the balanced economic, social, and environmental development of host communities. To this end, throughout the construction of the project, the Nairyah 2 project team has consistently upheld the core philosophy of "build one power plant, benefit one community," embedding high-standard corporate social responsibility deeply into every aspect of project management. A series of initiatives centered on the themes of "safety, greenness, harmony, and development" have been implemented, demonstrating through concrete action the responsibility and values of Chinese enterprises, and establishing HEI as a trusted and responsible brand in the global market.

The Nairyah 2 project is situated in a vast desert region, and its construction involves two critical considerations: the traffic arteries connecting the site to the outside world, and the grazing traditions of local nomadic communities. The Nairyah 2 project team has placed equal weight on ensuring traffic safety and respecting traditional ways of life, implementing a comprehensive approach that combines infrastructure improvements with community engagement.

On the infrastructure side, the 1.7-kilometer temporary access road linking Highway 6465 to the project site carries heavy traffic volumes, yet the road and surrounding communities had no nighttime lighting, posing a significant safety hazard. In response, the project team invested approximately RMB 200,000 in November 2025 to implement the "Bright Road" initiative, installing 35 high-powered solar LED streetlights along the corridor. Equipped with intelligent light-sensing controls, the lights are both energy-efficient and environmentally friendly. Upon completion, nighttime visibility along the road was fundamentally improved, enhancing safety for the daily movement of personnel and heavy equipment, while also benefiting local residents who occasionally use the road.

On the community engagement side, the project team proactively reached out to local herdsmen, informing them of construction zones and traffic routes, and taking the time to listen to their detailed accounts of seasonal grazing paths. Building on these consultations, the team installed prominent safety warning signs along roads surrounding the plant construction area and conducted dedicated training for all project drivers on yielding to livestock. Throughout the entire construction period, no incidents involving loss of herdsmen's property occurred.
