On March 11 and 12, the Fourth Session of the 14th National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and the Fourth Session of the 14th National People’s Congress (NPC) successfully concluded in Beijing. In the days surrounding the sessions, staff and management across Harbin Electric International (HEI) followed the proceedings closely. All expressed their commitment to staying focused on their goals, working hard, and striving to make greater contributions to advancing international cooperation.
Chen Ruiwu, Market Development Department: Working on the front lines of energy cooperation in the Middle East, I will focus on key sectors, including gas turbines, combined-cycle power plants, and clean energy—driving client engagement, project tracking, and commercial development. Guided by the national energy strategy, I will tell the story of China’s energy equipment and engineering services on the world stage, and work with full commitment to bringing quality projects to fruition. Through dedicated action, I aim to support the company’s international growth, advance mutually beneficial energy cooperation between China and partner countries, and contribute a front-line overseas perspective to national energy security.
Zhao Jinqiang, South Asia Regional Headquarters: On the project site, work safety, construction quality, and schedule management are all directly tied to the smooth progress of a project—and to the reputation of Chinese enterprises overseas. Our responsibility goes beyond solid project execution and on-site management. We must also use each project as a platform to showcase Chinese technology and Chinese standards, and to steadily expand the influence of Chinese brands in the international market.
Li Yiran, Southeast Asia Regional Headquarters: As a member of the front-line team on the 1,890 MW Nairyah 2 Combined-Cycle Power Plant project in Saudi Arabia, I feel a profound sense of mission and responsibility. As a flagship project under Saudi Arabia’s Vision 2030 to optimize the country’s power generation mix, we are not only participants in “hard connectivity”—leveraging high-efficiency combined-cycle technology to provide peaking support and supply assurance to the local grid—but also practitioners of “soft connectivity,” aligning Chinese construction expertise and Chinese solutions with Saudi Arabia’s broader energy strategy. Facing the harsh conditions of frequent sandstorms, the project team has applied rigorous planning and meticulous management to ensure first-time, high-quality delivery. This reflects not only an unwavering commitment to craftsmanship, but also a vivid demonstration of what building the Belt and Road—and achieving “people-to-people connectivity”—truly means in practice. We will press forward with the project through concrete action and make Nairyah 2 yet another benchmark for China-Saudi energy cooperation.
Sun Mingwen, Middle East Regional Headquarters: The plans to cultivate emerging industries such as low-altitude aviation and artificial intelligence have genuinely excited me. Whether it is powering AI data centers, extending the range of low-altitude aircraft, or driving the control centers of next-generation manufacturing, all of these “innovation- and intelligence-driven” industries share one fundamental dependency: electricity. A stable and abundant power supply is the fuel and foundation that will propel these emerging sectors into flight. As a power plant builder, I feel a deep sense of pride in my mission, and my resolve to build every power plant well, wherever in the world it stands, has never been stronger. Whether it is high-efficiency thermal power or future energy sources such as solar and wind, what we build is far more than a simple generating unit. We are building the backbone that supports national industrial upgrading and keeps global supply chains running. With the power we deliver, we are charging up new quality productive forces and safeguarding high-quality development.
Lu Zihan, Americas Regional Headquarters: Working on the front lines of overseas engineering, I have come to appreciate firsthand the leading role of “new quality productive forces” in traditional infrastructure. By optimizing electrical system design and raising the bar on construction and installation quality, we are embedding Chinese design philosophy and construction best practices deeply into our project in Mexico—putting into practice the principle of combining investment in infrastructure with investment in people. With a strong sense of responsibility, we hold the line on technical standards, uphold the reputation of “Made in China,” and contribute HEI’s strength to facilitating the dual circulation strategy and advancing the building of a community with a shared future for mankind.
Xu Tie, Domestic Regional Headquarters: Based in Turkey and covering the broader European region, I will stay closely attuned to global energy transition trends and drive forward both project development and team management in a coordinated manner. Guided by the principles of taking a strategic perspective, deepening local presence, maintaining controllable risk, and prioritizing returns, I will work with full commitment to securing quality projects and strengthening HEI’s international brand recognition. Through dedicated action, I aim to support the company in building a world-class, globally competitive project management enterprise, and to make a greater contribution to advancing international cooperation in the energy sector.
Lin Shiyao, Central and North Asia Regional Headquarters: As a front-line executor on HEI’s 1,600 MW Syrdarya II Combined-Cycle Power Plant project in Uzbekistan, our team advances on three fronts. Through “hard connectivity,” we have laid a solid foundation for project execution—overcoming challenges including cross-border logistics, winter construction conditions, and complex multi-standard requirements—and have delivered successive key milestones as we make a full push to establish Central Asia’s largest combined-cycle power plant as an industry benchmark. Through “soft connectivity,” we align with international standards, deepen multi-country technical collaboration, and drive the implementation of green energy solutions. Through “people-to-people connectivity,” we cultivate lasting bonds of friendship. Syrdarya II is a truly international project, with participants from more than 20 countries. Throughout execution, we have not only advanced localization efforts to benefit local communities, but also fostered cross-cultural exchange and built broader international goodwill.
